The Water Supply Emergency Committee, specially formed to devise means and ways to cope with the present situation, held its first meeting yesterday in the Council Chamber..

The Committee is composed of 39 members, whose names were published in the "China Mail" yesterday, representing all sections of the community. The Hon. Mr. D. W. Tratman (Colonial Secre- tary) is Chairman and Mr. H.. S., Rouse, Secretary.

Addressing the meeting, the Hon. Mr. Tratman said:-

This Colony is now facing & very serious crisis and one that may grow

to dimensions which will dwarf our trouble of 1925 to a mere passing annoyance. It is the desire of the Government to broaden the foundations of the Colony's resistance to this situa- tion and to that end it has invit ed you as representatives of all sections and activities of the community to co-operate with its own staf and organisation in seeking and executing plans for that resistance.

It is essential in the first place that you should be in possession of the latest facts regarding sup plies and the measures being laken.

The Director of Public Works will give you this information in a few minutes. Having get the water position and the remedial measures in being or planned, we have next to consider on the one hand whether further conserva- tion or restriction of supply can usefully or safely be made. The consequences of such measures. e.g., reversion to the hand carri- age systent for sanitation and the steps to be taken to deal with those consequences. On the other hand we must consider whether the scheme of supply from what I may call outside sources is sufficient.
