BORAH GETS RECOGNITION FROM "MOSCOW"
FOUNDATION ESTABLISHED
Moscow, Ida., May 14. The efforts of William E. Borah,
senator from Idaho, to foster inter- national peace have been recogniz- ed by the establishment of foundation bearing his name, through which the University of Idaho will seek to promulgate the idea of world concord.
Dr. Frederick J. Kelly, Presiden! of the University, announced that Salmon O. Levinson of Chicage, chairman of the American Commit tee on the outlawry of war, had given $55,000 to create the "William The Local Examinations will Edgar Boral Outlawry of War

The foundation is given, Dr. Kelly said, "in honour of the al- priceless contribution of Idaho's senior Senator, who is now the chairman of the important Senate Committee on Foreign Rela- tions, to the cause of world peace.”
Mr. Levinson, Kelly continued, | "is recognized Internationally originator of the plan for the out- lawry of war which Senator Borah; has championed so vigorously in the United States Senate for years, and which forms the basis of the recently ratified Kellogg peace pact."

In accepting the foundation, the President said that the income from it would be used to establish in the University of Idaho
| lectureship for the promotion of a better understanding of interna tional relations, of the age old struggle with the baffling problems of war, and of the vital part played in its solution by Senator Borah."
However, $5,000 will be used for a portrait or bust of Borah, to be placed in the University. Mr. Levington stipulated that the image be placed "in the room in the Uni- versity of Idaho most intimately as- sociated with the William Edgar Borah foundation."
Fund Perpetual
While the fund is to be perpetual, Dr. Kelly said, Mr. Levinson pro- vided that if after ten years the university decides that the "out- lawry of war has been such an accomplished fact that this precise. subject needs no further educa tional exploitation" the proceeds from the fund are to be used in furthering "the great contribution of William Edgar Borah to the cause of world peace and dema cracy,"
Senator Borah's
for plan abolishing war was embodied in z introduced in Senate resolution February, 1923. It was based on the idea that international peace proposals would be strengthened "if war itself were declared a punishable crime in international Jaw."
The resolution advocated three means by which this end could be accomplished, (1) adoption of a universal treaty making war a public erime under the law of nations; (2) adoption of a code of International law of peace based upon equality and justice among nations, amplified and brought up to date: (3) establishment of a judicial substitute for war in the
form of an international court, modelled after the federal supreme court, this court to decite all purely international controversies as the supreme court has juris- diction over controversies between the States.
In addition to his work in the Senate advocating adherence to the world court as a means to pre- vent war, Senator Borah Loured the United States lecturing for the cause of world peace.
The foundation will be endow- ad at once, Dr. Kelly said, but the actual date it will become opera- tive has not been determined.- Associated Press.
