Rome, April 14. Cardinal van Rossum to-day con secrated Monsignor Evarist Chang as a bishop of the Roman Catholic Church. Monsignor Chang recently was professor of Chinese language and literature in the College for the Rome Propaganda of the Faith in and will serve as Apostolic Vicar for the district of Tsinan, Shantung

Mr. Chang is the sixth Chinese priest to be made a bishop during the past three years, following the decision of the Pope to place native clergymen at the heads of the various vicariates and dioceses of the Roman Church in China.

It is understood the new Chinese Bishop will depart shortly for Shanghai, en route to his post, al- though no sailing date has been set.

BISHOP FINED

FINDS LIVERPOOL IS NOT FOOCHOW

The Right Rev. John Hind, of West Darby, Liverpool, Bishop of Foochow, was fined 20s. at Runcorn for dangerous driving.

In taking a corner he ran on ta the pavement and knocked down two boys, who were injured and were taken to hospital. He had held a motor licence only for a few days, and had had little experience.

In defence it was stated that be bad undergone a serious operation. and his nerves failed at the critical moment. He had undertaken fully to compensate the injured boys.
