Government As Partner

To make matters clear, it is neces- sary to point out that part of the capital required for the development of Mr. Sheng's enterprises had been found by the provincial and central authorities of China who, therefore, became his partner, and the Government must-as his partner-have been aware of Mr. Sheng's financial arrangements and agreement with the Japanese.

Can the amazement with which the confiscation of the Sheng family fortune was received in not only financial but political circles be wondered at ?

It is understood that the con- fiscation of this large estate was ordered by the National Govern ment on the grounds that the late Mr. Sheng had acquired his fortune as an official of the former Manchu Government. Moreover, that it was acquired by fraudulent methods.

Japanese Loans

Be this as it may, certain facts remain, firstly, that in the Han Yeh

Ping enterprise the Chinese Govern- ment itself was a partner and this partnership was in force not- only during the Manchu dynasty but was continued under the Republican regime. As late aa 1924 this partnership was still in force, In that year, owing to heavy losses, the shareholders of the Han Yeh Ping Co. demanded an official en- quiry, the result of which, I be- Hleve, has never been made public.

Japanese interests, who had from time to time lent the Han Yeh Ping concern many millions of dollars, again came to their aid and lent them several million more, these millions. being spent in building new and more modern blast fur naces.
