176,844,889 The object of the classifications was to grade the dutiable articles into classes so that luxuries should pay the heaviest duties and necessi- tles the lowest. Among the luxuries of class "A" are arms, cigarettes, jewellery wines, and birds' nests; in "B," Bilk, gloves, trimmings, spices, sharks' fins, leather goods, motors, beer, etc., in "C minor table luxuries, clothing, carpets, aniline dyes, glassware, stoves, and sharks' fins not otherwise specifled; in "D," woollen and artificial silk piece goods, skina, tea, and woodware. The classes after "D" become less and less luxurious; "G" included the cheapest cloths, yarns and wares, matches, coal and coke.

The new tariff is not excessive. If it is adhered to some of the luxuries will have less to pay than under the present haphazard levics; and dutics have, in point of fact, been paid lately on a large number of other goods beyond those duties which are allowed by treaty. For England it certainly might be very much worse; our chief exports are in the low classes, whereas important export of others countries (e.g1 kerosene from U.S.A.) are higher up the list. It was calculated at the Conference that on the 1924 rates, imports into China from the British Empire in the various classes were
