After three months' separation the Joint Committee which repre sents Lord Melchett's group of em- ployers and the General Council of the Trades Union Congress, will re- assemble, but in entirely stronger positions.

On July 4 they reached an under- standing that the employers would place the recommendations before the proper organisations of employ- ers, and the General Council would place them before the Trades Union Congress. Subject to mutual ap proval the conferences on industrial reorganisation and industrial rela tions were to continue until the items on the agenda had been ex- hausted.

On Thursday afternoon the Join! Committee will meet to present im-1 portant reports. The General Coun. cil secured at Swansen the over- whelming support of the Trades Union Congress, despite an element of opposition, which included Ir. George Hicks, whose speech at Edinburgh a year carlier had in- augurated the proceedings.

F.B.I. Support

The employers on their part will report that the Grand Council of the Federation of British Industries has assured Lord Metchett "of its most sympathetic consideration of and "is the recommendations," whole-heartedly at one with the conference in its prime objects." A committee was appointed in July with authority to confer with the National Confederation of Employ ers' Organisations to test the views London Quotations of the 15th of the members of the F.B.I. and Inst.: Banks £141; Indos Deferr- to consult further with Lord Mer- ed £7.10/-; Shells £5.17.6 all mid-chett and his friends. dle prices.

It is believed that on Thursday Lord Meichett will be able to in form the Joint Committee that a majority of industries and firms will support the continuance of the work.

That being so, a new and more practical phase will open this week. Instead of being only personal and voluntary the members of both sides become representative of official bodles which have sanctioned the Their programme of discussions. findings therefore, assume a greater practical importance.

The object is to cover the entire field of industrial reorganisation and industrial relations, to assist in the restoration of industrial pros- perity, and along with it a progres sive improvement in the standard of living of the population. These discussions are not to interfere with the functions of any existing joint machinery, nor with the right to withdraw or dispense with their. labour..

Eight Main Topica

An exhaustive programme re- duces itself to the following eight main topics:

1. Organisation of industrial re- lotions.

2 Unemployment.

3. Distribution of the proceeds of commoditics and services, includ- ing high wage policy, the participa- tion of all in the prosperity of in- dustry, and payment by results.

4. Organisation, technique, and control of industry.

6. Finance, including, Industrial finance, taxation, and local rates..

6. Constitutional-the National Industrial Councils.
