A Bill has been laid before Par- liament providing for the amend- ment of the Constitution of the 'Dutch East Indies.

In its present form the Volks- rand consists of a Fresident, appointed by the Government, and 60 members, of whom 30 are bers of the Chinese and other Dutch, 25 natives, and five-men-

groups. The Government now proposes to change these propor tions to 25 Dutch, 30 natives, and five other members, the President being appointed as hitherto by the Government. It is intended that 15, 20 and three members re- spectively of the three groups shall be elected, and the remain- der appointed by the Government.
