"HEAVY PENALTY" THREAT.

A notification by the Canton Association for the Severance of Economic Relations with Japan has met with strong opposition from the merchants.

This notification, says the "Tai Kwong Po," forced the merchants to register the amount of Japan- cse goods they had in stock and compelled them to pay a special tax of 30 per cent. ad valorem to the Association.

This was resented by the mer- chants, who will suffer heavy loss in consequence. They refused to send representatives to the meet- ing of the Association, and pleaded with the different Cham- bera of Commerce and the Chief of the Public Safety Bureau to give them adequate protection.

Afraid that they may be ac- cused of being "unpatriotic" or "reactionaries," the merchants of the different guilds-as an alter- native-passed a resolution, that in future no firm is allowed to order Japanese goods and, should any one infringe, a heavy penalty will be imposed.

It is predicted that the conse- quences will be serious if a settle ment is not reached soon.
