Following the series of clashes in Shantung province between the Japanese and the Southern traops, very great interest is being shown in the possible action the Foreign Powers may have to take to protect Tientsin and the Legation Quarter at Peking, and also in the measures Japan is contemplating to maintain, her position in Munchuria.
Late in 1925, the Japanese had to intervene in Manchuria. Vigilance was maintained along the South Manchuria Railway but there was no proposal to block the passage of Chinese troops at Shaphaikwan, where the Peking-Mukden Railway crosses the Great Wall. Early in 1926, the Protocol Legations had to deliver an ultimatum to helligerent factions in connection with keeping open- the road from Peking to the sea by way of Taku, the port of Tientsin.
