The Prime Minister's promised announcement as to the Govern- ment's intentions on the Stevenson Rubber Restriction Scheme was made in the House of Commons yesterday. Mr. Baldwin declared that the restrictions on the export of rubber from Malaya and
Ceylon would be removed as from November 1 next and that mean- while the existing scheme should continue unaltered. The Prime Minister promised a debate on the subject. Several M.P.'s bitterly animadverted on the Government's decision. The announcement, naturally, has had a powerful effect upon the share market in Lon- don and New York.

Captain Dewar, who is defending his case, cross-examined Rear- Admiral Collard. Between them there is evidently "no love lost." The Rear-Admiral maintained that what he had said was that he was "fed-up with my flag-captain" not with the ship, and he contend- ed that his omission to return a salute was not bad for discipline. He added that discipline in a good ship did not depend "on that sort of rubbish." He declared that a captain should only com- plain by letter "when all other service methods had been employed." Captain Dewar protested against the limitations placed in his cross- examination of Rear-Admiral Collard.
