SHIPOWNERS' LIABILITY.
In the House of Lords, Viscounts Haldane and Dunedin and Lords Shaw, Phillimore, and Blaneshurgh (with Admiral Sir Arthur Mostyn Field, K.C.B., and Captain Owen Jones, C.B.E., as nautical asses- sors), by a majority allowed the appeal of the Great Western Rail-i way Co., which arose out of their action against the owners of the steamer "Mostyn" to recover £226 48. 6d. in respect of damage done to the Swansea harbour, dock or pier and works connected there- with, of which the appellants were the undertakers.
The "Mostyn," of Newport, Mon... was endeavouring to pass from the King's Dock into the Prince of Wales Dock on the night of Octo- ber 29, 1923, when a small, vcasel in front got hung up. A high wind was blowing at the time, and to prevent her hitting the quay the "Mostyn" dropped the port an- chor at a spot between 200 and 300 feet away from the entrance to the communication passage. Subse- quently when the "Mostyn" com- menced to go ahead with her en
gines and to heave on her anchor, the anchor fouled and damaged the telegraphic cable belonging to the | Postmaster General and the elec- trical cables belonging to the ap pellants.
