RENTS RISING.

Mr. H. C., Chan, the Secretary of the Clerical Union, has ad- dressed a letter to the Chairman of the Singapore Improvement Trust on the question of housing: accommodation for clerks in the employment of commercial houses.

House rent, he says, has been on the continous rise since the war, due in the main, to the speculation of capitalists and the rapaciousness of some landlords, the sole aim of these two classes of people being a quick and big return of their outlay, having not the slightest regard, whatsoever, for the hardships of the salaried classes of the population.

The rent of a house is invariably in- creased each time it changes ownership.

Additional Expense or Ill-health.

Owing to the acute shortage of housen in the town, many have "trekked" to the outskirts of the town, which, in some cases, are a considerable distance from offices, and thus although relieved of a high rent, they have a heavier transport bill to meet, both for themselves and the members of their families, especially when such families have school-going children. Those of the salaried classes as choose to remain in town areas have to be content to live in badly ventilated houses in unhealthy lanes, or in the alterna- tive, în cubicles, which are bereft of fresh air and sunshine.

You are probably aware that the majority of clerks in the em- ploy of commercial houses are not in receipt of a living wage, and most of these are family men, and a high rent is a source of con- stant worry to them.

Action by Public Bodles.

As a result of one of the recom- mendations of the Housing Com- mission of 1918, the Government, the Municipality, and the Singa- pore Harbour Board, began the| work of housing their respective staffs, charging a small rental based on salaries; but the mer- cantile establishments which em- ploy some thousands of clerks have done nothing at all in this direction, so far as the Asiatic employees are concerned.
