Any detailed comparison between the sub-heads of the 1912 and 1913 Estimates is impossible in many cases, on account of the sub-division of the votes in the latter year under the headings "Hongkong", "Kowloon" and "New Territories”.

Item (iii). The increase under this item may be ascribed to the Tytam Tuk Water Works Scheme, to the numerous large buildings in active progress, including the New Magistracy, Western Market Reconstruction, five blocks of Quarters for Subordinate Officers, Belilios Public School Extension and New Stores for the Public Works Department and to several other considerable works which were in full swing during the year.
