ALLEGED FAILURE TO REPORT.

The master of the steam launch "Kwong Kim" was charged at the Marine Court this morning with un- lawfully falling to stop whilst in Tai O Harbour, when called on to do so by the police; also with fail- ing to report his arrival at the Tai O Harbour master's station.
P.&. C. Swan said that at 5 p.m. on Monday he was on the station verandah at Tai O and saw the launch in question with a junk in tow about to leave in the direction of Hong Kong. Witness repeated- ly blew four blasts on a police whistle as a signal for the launch to stop but the coxswain took no notice. The launch was then about 200 yards from the shore.
