"Leung Kwong" Disaster

Inquiry.

HARBOUR MASTER'S) EVIDENCE.

Interesting expert evidence was given by the Harbour Master, Licut.-Comdr. G. F. Hale, R.N., and Mr. W. Russell Senior Government Marine Surveyor at yesterday after- Hoon's resumption of the "Leung Kwong" inquiry at the Central Magistracy.

Mr. Russell said that prior to the 1914 regulations grilles were fitted to the lower deeks of river steamers to prevent third class pña-. sengers from going into the second class compartment. There were no regulations then with regard to grilles over cargo ports, and grilles were not required to fitted in enrgo ships. The 1914 Anti-Piracy Regulations provided for the lower deck grilles to be locked when the ships were under way, in addi- tion to other devices. There was no regulation with regard to lower deck grilles in the 1924 Anti-Pirney Regulations, and no ship could he forced to have one. The 1924 re- gutions the witness considered were incompatible with the 1914 regulations. If the witness had been in charge he would not have had the lower grille locked. In fact, he would have had them re- moved, and certainly would not have issued passenger certificates to ships having these grilles. The grilles in the witness's opinion, en- dangered lives in the casc of emergency.

Five Seconds To Act. Lieut. Comdr. Hole and that he assumed duty as Harbour Master an July 24, 1924. Asked to give his opinion az a navigator with re- gard to the collision between the "Leung Kwong" and the "Moon- shine" the witness first dealt with the story as given by the "Moon- Rhine" Coxswain. When this wit- ness said that the "Leung Kwong" had turned to part when about 250 feet away fm the "Moonshine,"

he (Commander Hole) calculated that the coxswain would have had just 10 seconds in which to net be-

fore the collision. He would have required at least five seconds to consider his position, so that he had just five seconds in which to act. Then the witness thought the coxswain would have acted more or lean. By instinct and ported his own helm.

This the Harbour Master said had been driven into every coxswain "Port your helm to avoid a collision." Then the accident happened. The witness commented story and it was in accordance with that there was no break in this

the fact that the ships came into collision at an angle of 10 points.

The Wrong Side. Dealing with the story told by the pilot of the "Laung Kwong" which was to the effect that the "Moonshine" was first sighted with her starboard light just showing, on the Mawan side of the channel, which was the wrong side, and that this led the "Leung Kwong" to turn her helm to starboard and cut across the channel, the Harbour Master said that there was a break in this version. The pilot had also said that the "Leung Kwong" never saw the "Moonshine's" port light until the last minute. If this was so, the two ships could not have come into collision at an angle of 10 points. The angle must have been much more acute if the ships collided at all, and then the "Moon- shine" would have had to go to part and then turned to starboard, which was unlikely in the time she had at her disposal. This led the wit- nesa to the conclusion that the evidence of the "Leung Kwong" was not exact. If the "Moonshine" had ported her helm hard her light must have shown immediately while still some distance away from the "Leung Kwong."

Passenger Certificates. The Coroner: The "Moonshine's" version supported a collision at the ungle of 10 points?—Yes.

A Captain's. Age, ' Asked if in his opinion he con- sidered a man of 78 like Captain Wilson of the "Leung Kwong" was a fit person to have charge of a ship carrying as many as 500 pas- sengers, the Harbour Master said that that was a very delicate ques-) tion to answer. Under present re-. gulations, he said, Captain Wilson was considered a fit person, but speaking personally, if the witness had been the owner of the ship he would have hesitated to employ the Captain.

Answering another question the witness said that he most certainly thought it the duty of a master to be on the bridge of his ship while passing such a dangerous place as Capauimun Pass. Speaking as a seaman, the witness said that the life saving facilities on board the ship was not adequate, but under the local ordinance it was. The Board of Trade would not have issued a certificate to a ship with such inadequate appliances. He
