Work on the floating dock for Singapore is proceeding rapidly at the Wallend yard of Messrs. Sivan, Hunter and Wigham Richardson. It is being built in seven sections, and the first three of these will be launched in about three months.| Over 20,000 tons of steel and more than 4,000,000 rivets will be used in its contruction.

Resumption on a modified scale of the Kowloon-Canton express service has taken place, one express leaving Kowloon at 8.05 a.m. and returning at 3 p.m. It is hoped to arrange an im- proved and accelerated service in the near future. Fares have re- cently been reduced, the through rates being $5, $2 and $1 for first, second and third class.

Altogether 26.88 inches of rain was registered at the Botanic Gardens last month. Nine days were entirely “dry." The heaviest fall was on the 22nd, when 9.11 inches were recorded. Other "wet" days included the 1st with 2.42 inches, 5th with 3.17 inches, 18th 2.32 inches, 19th 2.49 inches and 21st 3.67 Inches. During the remaining sixteen "rainy days, less than a tenth of an inch was registered on ten days.

Lieut. Col. R. E. Power, D.S.O., hns relinquished the command of the 1st Battalion the Buffs (East Kent Regiment), his tenure of com- mand having expired. Col. Power will be remembered by some us a Captain of the 2nd Battalion the Buffs, stationed in Singapore in 1011.

Mr. Edward Legge, who died in London at an advanced age, was a special correspondent during the Franco-Prussian war, and for many years a voluminous writer on sub- jects connected with English and Continental Court life. The second son of Mr. George Legge, of Romsey, Hants, he served on the staffs of various newspapers, and in 1876 founded the "Whitehall Review," which for a time he edited. Mr. H. Dale Morgan of Kansna City, Kansas, former owner of "Sad Sam," the joke racehorse of the American, turf, is a visitor in Shanghai and is returning to the United States on the liner "Pre- sident Cleveland." "Sad Sam," it is to be recalled, was a heavy favourite in the Louisiana Derby at New Orleans nearly 12 years ago. The animal was not then two years old, had won many raees and was rated a wonder. On "Sad Sam" went thousands of dollars of residents of Louisiana, loyally backing a local horse. "Sad Sam" got off to the brilliant start. ran the first quarter in no time at all, turned around despite the frantic jockey, and ran the opposite direc- tion, making a splendid.race of it. That little feat of Sam's cost Mr. Morgan a small fortune. He is in this city accompanied by his bro- ther, Mr. Robert Morgan, and a sister, Miss Jane Morgan, an ex- ponent of the Charleston.
