In order to bring this about, the Government propose to resuscitate the old scheme of a Credit Maritime, about which so much has been heard in the past few years.

This, briefly, consists of the formation of a fund from which loans can be made to shipowners to enable them to place orders for new vessels. The loans would be for long periods and the rate of interest very low, but the most important feature of the project -the method of raising the money-still remains a mystery and is causing a great deal of speculation in interested quarters. The situation is by no means simplified by the fact that the French Government is obviously not in a position to find the money itself without having recourse to some system of taxation, for French State finances have been in a difficult position for some time, whilst the sums required to build vessels in France under present conditions are very large. indeed,

Opponents of the scheme put forward the argument that the chief object to be aimed at in connection with the development of the national mercantile marine should not be a mere increase in the volume of tonnage, but should rather be an improvement in the efficiency and equipment of the vessels in service. It is pointed

The men of the steward's staff, numbering some 120, were alleged to have been dissatisfied with the treatment they had received and had threatened to damage to cargo on board and it was to protect this that the police were called in..

Jones, counsel for the New York Board of Underwriters, urging re- vision of this portion of the re- organisation programme, so that vessels traversing the dangerous channels of the East River may have the benefit of competent pilotage.

The Hall Gate Pilots Associs- tion, now controlled by the Board of Port Wardens, which is to be aboWahed in the proposed scheme of reorganisation, is an old estab- lished body with an intense esprit de corps, Mr. Jones pointed out, and abolition of the present organfsx-| tion would mean that a new staff would have to be built up if vea- sels in foreign trade are to make use of the East River, inasmuch as pilotage is compulsory under the Federal lawe for vessels Inbound or outbound in foreign trade.

Records of steamers piloted through Hell Gate for the past six years, Mr. Jones said, show a total of 677 in 1921, 987 in 1922, 785 in 1928, 844 in 1924, 864 in 1925 and 906 in 1926, the heaviest traffic be Ing in the seven months from May to November, inclusive. With the completion of the improvements now being carried on by the War Department, he said a still larger number of vessels may be expected to make use of the channel.

The suggestion that tug-beat cap. tains could act as pilots for all steamers does not meet the needs of the situation, Mr. Jones said, inas- North Wall Basin, Belgol; much as it would entail the estab South Wall Basin, Sepoy and lishment by tow boat men of a sta- Tarantula; East Wall. It certainly cannot be said that the French miss any opportuni- ties to increase the comforts pro- vided for passengers or the facili- ties for the handling of cargo on their vessels but the majority of them do seen to have overlooked the question of investigating the possibilities of more modern methods of propulsion and it would perhaps be better for the trade of the country generally if the Government directed its thoughts more in this, direction than merely to an increase in the number of vessels flying the French flag.
