Sfr Austen Chamberlain's letter to the League of Nations states that Canton's claim for recognition as the only Government in China modifies the hypothesis on which the Washington policy was based. But British policy is a development and not departure from the Washington Conference policy.
The letter declares that the official stimulation of anti-British propaganda must cease. The comparative peace of the greater part of Southern China during the last two or three months has proved that, when organised agitation and intimidation are absent, friendly relations between, the Chinese and the Britisk remain as excellent as they have been in the past,
