The United States Shipping Board has reported to the Senate that private operation of the American
merchant marine will be impossible without a Government subsidy.
This finding is based on the tos- timony of business interests taken, at hearings hold in 33. cities, which revealed a prevalling opinion that the merchant marine should be privately owned, but until "this is possible it should be maintained by the Federal Government-Router'a American Service.
