Optimism has not increased with regard to the proposed set:le- j ment of the Cantim boycott and latest developments point to more difficulties for the Nationalist Government in their attempt to arrive At a solution. -

Conditions at Lowu railway station, on the New Territory bor- der are now the same as before, practically the full complement of strike pickers being orduty on the frontler.
Passengers on the Kowloon-Can- tor Railway are, now subjected: To the same interference was in pre- vious months.
-Fresh dificulties in addition to Fopposition by a minority of pali- ticiana-are confronting the Canton Government.
One point that may further com- plicate the issue is the reported demand of the strikers for their share of the projected new taxes.

This scheme is to last for eight months. it is stated, when the move. ment wil be entirely ended. Mean- while, the strikers ask that dormi- tories and free meals continue 83 hitherto "until a big scheme can be devised to effect, a settlement."

Shanghai Comment... Commenting in an editorial on October 1 (when it wILB assumed in Shanghai that the Canton boy- cott had terminated), the ""N.-C. 'Daily News" observes:-
"The point to emphasise is that the Canton Government, by calling off the boycott when it suited their purpose to do so, have openly con- fessed that the boycott was always theirs to maintain or terminate as they pleased. Mr. Eugene Chen's phrase about 'arrangements' with the Strike Committee' (if possible to-day: why not months ago?) is mere camouflage.
"This is one of the most unblush- ing admissions of past duplicy that could be found.
"Hitherto the Canton Govern ment have always pretended that the boycott was the spontaneous expression of a virtuously enraged. people, which they were powerless to prevent.

-"There is something monstrous in the perversity of it all from which one would fair break away to make a new start, forgetting the past and determined only to do the best for the future. It will not be Great Britain's fault if the lifting of the boycott in Canton does not prove the 'starting point" of a new era.'
About Those Taxes.
As the "China Mai explainiod at the time, there can be no two views on Canton's proposed new taxes, Bays the "N. C. Daily News":
"Acceptance or rejection of this proposal does not depend on Great Britain alone, but is a question for all the Powers. This should clearly be understood.
"No Power could act alone in auch a change, without detriment to her nationals; and the full scheme to include abolition of likin necessarily requires the acquies- cence of all Powers.
·
"Speaking generally, we see no. reason why they should not agree. The extra taxation is not heavy; not the merchant, but the consumer would pay; and he should not feel it greatly.
