FAIR RENTS BOARD.

K. R. A.'S LETTER TO THE GOVERNMENT.

·

STABILISATION URGED.

30.

At the monthly meeting of the Committee of the Kowloon Re- sidents Association over which the Rev. J. Horace Johnston pre- sided a number of interesting matters were dealt with.

The Arst and most important. business on the agenda was the question of >A "Fair Rents" Board." The Committee had Deen advised of cakes where rent. had been increased to a very large extent. In the worst case notified the increase represented 140 per cent. of the rent paid pre- vious to June 30.

It was pointed out that if such increases can be made at this time of depression when there are fewer people in the Colony and there is an admittedly large num- ber of Chinese premises vacant, the rent situation is going to be much worse as soon as conditions in the Colony return to normal..

The Committee were of the opinion that there should be some: form of Government control and that a "Fair Rents Board" with powers to investigate all cases of large increases in rent would do much to stabilise rents.

Association's Appeal,

"It was therefore decided to write to the Government asking them to institute a."Fair Rents Board" in the following terms:-

"

Si-am instructed by the Committee of the Kowloon Re- sidents' Association to submit the following request for the serious consideration of the Gov-1 emment.

Even at the present time, when large numbers of Chinese and Europeans are away from the Colony owing to the boy- cott, the Committee has received advice of instances where rents have been increased from 33 per rent. to 140 per cent, of the rent paid previous to the removal of the Rents Restriction Ordin- ance on June 30, 1926. The Com- mittee Teels that in such cases." there should be some court of appeal which could inquire into the circumstances, and if neces- sary arbitrate between tenant and landlord..
