There is a growing custom of certain ships bound through the Canal from the West Coast to carry large decklonds of lumbor which, in some cases, prevent the safe handling of the ship in the locks, In this connection, your attention is called to Rules 3. 3.1, and 9.2 of the rules and regulations governing navigation of the Panama Canal.

"Safe Towing.

"2. Waist chocks and bits are frequently either entirely covered or so little space left around them that there is not sufficient room for the, Canal seamen to have easy access in hauling in and letting. go the lines. Frequently ships will have the waist bits entirely covered with lumber with a wire pennant and shackle led out through the chock. There are several serious faults in this The most important fault is that the "Canal senmen have no fair room in seguring and letting go the eye of the towing wire In the shackle. Owing to the heavy strain which comes on these tow- f wires.. the shackle is some- times sprung, making it extremely difficult to remove the pin, also the sharp nip of the shackle on the eye of the towing wire either strands the wire or parts it entirely. It is an important mat ser that when a ship enters a lock the towing wires may be put aboard and, secured quickly and it is also equally important that after a ship leaves a lock the lines may be all east off promptly !
