COOLIES AND UNDESIRABLES EXCLUDED.
The oft-discussed question of admission to Victoria, Park. Tien- ssin, has again come up before the British Municipal Council, who have adopted the following revised regulation.
"The Park is reserved for the use of Ratepayers of the Bri- tish Municipal. Arca and
of
other persons at the discretion
of the British Municipal Coun- cil."

At the same time, it was decided to instruct the Police to exclude all persons of the labourer class, to order the withdrawal of persons behaving in a disorderly manner and to exclude persons who may have been found habit- ually to misbehave.
This appears to be a very satis- factory solution of an old dif- ficulty. It is obviously impossible to admit Chinese coolies en masse, says the "North China Daily Mail," but the admission of Chinese residents on the same terms as other residents will be. very welcome.

To Me To BMWilliama
Mr G Wraggo:
The deputation travelled spe ally from Calcutta, presenting a well-couched address in which they said they sympathised with the educated classes of India in the gradual development of self- governing, institutions in British India. They agreed that the tents of each advance should depend upon the co-operation of the people and the extent to which confidence was pinced in their sense of responsibility. The problem demanded the goodwill and mutual understanding of all who sought to solve it.

No Cause For Apprehension.
The Association, was · Assured
that there should be no cause for apprehension that sentiment would be permitted to over-ride sane Judgment.
His Excellency's term of office. promised to be most momentous in the history of India, but the Asso- ciation assured him of its loyal support and promised assistance and frank criticism in all matters on which they were consulted...
Lord. Irwin sald No appreciated the attitude of the Association, and alluded to Lard Reading's aloquent tribute regarding the great part they bad played in public life and in working for re- forma.
It was inevitable. that, wall. versed in the spirit of representa- tive institutions, they felt impelled to take a direct and important part whep India made her first steps: towards responsible government.
Beyond All Differences. Behind and beyond 'all political or religious differences and dia putes; the: Government, and people of India were partners in a great undertaking, that of fashioning the future of India, with its as yet unknown reactions upon the lives of three hundred millions. Real progress could only come through. the responsibilities being realised and accepted, and the tark was one which would be auccessfully ac complished only by those who made the approach with hope in their eyes and trust in their hearts, for only through mutual under- standing and confidence could: the. workers design to reach Ite com- pletion.
Meanwhile the day, was drawing nearer when its accomplishment rould be weighed on its merits, and when the Mother of Parlia ments could be called to give an impartial verdict upon the measure of achievement, we
Lord Irwin thanked the Associa tion for its source of encourage- ment and support, and hoped that by such common: effort, they might win the privilege of giving some- thing to the solution of the problem. (Applause);
Their husbands having become sworn brothers, the wives of Marshal Wu and Chang are now reported to have imitated them in exchanging such recorde of lineage as to make thems SPOTTI sisters. The papers were carried to Hankow by Ch En-ming.. Some difficulty was met with; "Fascism is merely Bolshevism did not think it proper to ap
