Peking, May 13The following acte has been sent by the Soviet Ambassador, Mr. M. Karakhan, to Mr. Hu Welteh, acting Minister for Foreign Affairs:
Monsieur te Ministre have the honour to acknowledge the re- ceipt of the latter from the Minis try for Foreign Affairs dated May 5. No. 878 "Chno" in which the Ministry for Foreign Affairs com- municates the receipt of a letter from the Committee of Publid Saftey that in view of the financial dimculties of public education In the Capital the Committee was of the opinion that a grant be made from the Russian share of the Boxer Indemnity in order to meet 'the' pressing need:
In the letter from the Ministry for Foreign Affairs it la stated that as the request of the Committed of Public Safety, which is based on the proposal made by the Ministry for Education for a temporary loan from this, fund for the maintenance of the schools in Peking, does not in any way violate the terms of the Sino-Russian agreement, it can na turally be granted!.
After due consideration of the contents of the letter, E haye. the honour to declare that I associate myself with the opinion of the Committee and think It necessary to come to the immediate ald of publie education in Poking.

In view of the fact that only one of the members of the Rüsefanside of the, Boxer Indemnity Commis- sion, Prof. Ivanoff, is in Peking nt the present time and that conse- quently the necessary sum cannot be obtained from the Commission, hereby express my agacement in the name of my government that a sum of 100000 dollars be taken from the Russian share of the Boxer Indemnity now deposited in the Chinese Maritime Customs to be utilised for the maintenance of public education in Peking. Owing to the absence of the Boxer In-. demnity Commission, which is re- sponsible for the disbursement of the funds I hope it will be con sidered sufficient if the Committee of Public Safety will undertale fairly to distribute the above- mentioned sum
At the same time I have the hon- our to inform you that I have re- ceived a letter, from the Sino- Russian University containing a request for aid I hope the Minis try will be good enough to intimate to the Chairman of the Committee of Public Safety that it would be just to take into consideration the needs of the Sino-Russian Univar- sity when distributing the above- mentioned aum
