MALAYA'S FUTURE.
CHIEF SECRETARY'S. OFFICE
Sir Laurence N. Guillemard, the High Commissioner for the *** | Federated Malay States, made an Important announcement at meeting of the Federal Council,] in connection: with devolution proposals for the States, rumours concerning which have agitated the whole, peninsula for many months. The chief change how proposed involves the virtual Fabolition of the Federated. Mulay States Chief Secretary's office as Eu present constituted, though its holder, Sir William G. Maxwell, is not criticised,
Alla Nazimova, exotic aur of the stage and sergon, has admitted that she and Charles Bryant, supposedly man and wife for fourteen years. nover had hey wedded, Bryant, recently added another, sta

MOVEMENTS OF STEAMERS
The CPS., R.M.S. "Empress of Canada nerived at Shanghai on Jan. 24 at 10:30 am. left Shanghal yesterday at 10 am, and is dus at Kobe to-morrow at 4 p.m.
The T.K.K. s.s. "Siberia Maru" arrived at Yokohama on Jan. 23 and sailed yesterday, being due At Hongkong Feb. 3.
The High Commissioner eláim- ed that if the proposals alter the letter of the treaty of Federation they would get back the spirit of earlier, treaties. He admitted that there was controversy and that|| opposition was probable,
He dismissed current ramours! crediting Great Britain with the intention of annexing the States, and he also denied the rumour thut there might be a fusion of † the States with Singapore Colony. The attitude of the native rulers, which is the acid test, has not been revealed by the Upper
Chamber,
The future position. of the Sultans is an eventuality that will have to be considered if the de- volation proposals go through.

HONGKONG TIDE.
....
The tide-table given below has been compiled at the National Almanac Office- la London from the result of the analysis of observations taken by means of an automatic tide-recording machine
in the Water Police Basin at Taim Sha Taul during the years 1908-3.
The zero of the table corresponds with
sounding zero of the
in the Ad- miralty Chart, which has been found to be 4 feet 8 inches below mean sea-level
To obtain the depth of water on the tide cauge at the Victoria Naval Yard add 8 feet 4 inches, and on the gauge ar Lamont Dock, Aberdeen,, add 10- foo 4 inches to the height given in the table
