The line of attack against part time and sensual employment in certain industries mainly due to their enormous over, empacity, is adumbrated by the Secretary of Labour, Mr. Davis in his annual report in which it is pointed out that 14 per cent. of the shoe factories if worked to full capacity annually would produce· 95 per cent of all the shoes now pro- duced.
Conditions are even worse in the Rour mills and bituminous coul minus.
Mr. Davis, while not avouring monophlies, would like to see the number of concerns, in any indus try reduced so that all workers would be employed 50 weeks in the
