It appears that the Kobe Chinese who are running this business had foreseen that this argument would be used, and their method of getting the Chinese to leave their ships in Kobe is to inform them that if they stay on and go to Hongkong, they will not get their pay and will be compelled to stay on board and to labour with bayonet supervision. This sort of thing is easily believed in the pre. sent excited condition of affairs, and it would be as well if steps were taken to disabuse the seamen of such ideas.
