Tokyo, May 27.The Press is devoting much attention to the! visit of Chang Teo-lin's represente tive, Yu Chung-han to Japan,' connecting it with the Taonan Tsitsibur Railway question, though they maintain that Japan is not connected with the scheme except the South Manchuria Railway Company's contract with Chang Teo-lin to undertake its construc tion. In supporting this asertion, the Jiji points out that the Con sortium Agreement provents Jepan from lending money for construc tion work to Chang Too-lin.
