The pensions schemes outlined by Mr. Churchill to his budget speech, are dealt with in detail in the "Widows and Orphans' Old Age Contributory Pensions Bill published to-day, accompanied by an explanatory memorandum and the Government actuary's report. The new scheme contemplates old age pensions at sixty five instead of at seventy which pass on the attainment of the age of
