The organisations, according to the synopsis made several sur- gestions to impe with the piracy. including:
1. That all arms and armed guards required by the Piracy Regulations be removed from every versih, and the absolute command thereof restored to the. master, as laid down in the Mer-) chant Shipping Act, unless some better method is devised.
2. There shall be at once in- ! augurated a proper system of patrol in the dunger zone.
3. That all vessels subject to Piracy Regulations shall have wireless telegraphy installed and under the control of a competent operator signed on the articles.
4. That insurance he "auto- matically effected for every master, officer, and engineer whose duty takes him into the danger zone.
The Committee, after exhaus- tive inquiries now recommend that the fitting of some form of wireless apparatus and the carry ing of trained operators should be made obligatory on all ships sub- ject to the Piracy Regulations; and that as a corollary the Admiralty should be asked to con- sider what steps should be taken to render the naval vessels patrol- ling the danger zone continuously able to receive distress calls from river steamers.
+
They also state that the respon- sibility for making provision for the dependents of their officers should rest with the shipowners, and not with the Government; but, failing the shipowners in- stituting a system of voluntary insurance, they are of opinion that the Hongkong Government should consider the question of making it obligatory on them either to insure their officers adequately or to defray the cost of an adequate Government scheme of insurance.

Mr. T. G. Bennett, hon. secre- tary and treasurer, informed the "China Mail" that Dupree was not likely to be back here till a month or so when the time would be out of the Boxing Association's Reason. A return bout was not contemplated at present.
When asked about the scoring of points by the judges and re ferees, Mr. Bennett said that it would not be fair to the judges and referees to disclose the num- ber of points they had awarded as the scores were for their own information only.
Reference was made to the rumour mentioned above and Mr. Bennett said he could neither deny nor confirm it, as he did not know the individual decisions himself.
