Sir Philip Dawson confined his remarks chiefly to the natural resources of Esthonia and pointed out the great possibilities of its oil-shale deposits, and also the prospects for hydro-electrical enterprise in that State. Philip thinks that firms in Britain should take advantage of the fact that both Latvia and Esthonia show anxiety to co-operate with Britain in developing their natural resources in preference to co-operation with German and Russian concerns.
