The British draft, convention proposes the -importation, manufacture and sale of raw and prepared oplum shall be solely conducted under Government monopoly. Provisions shall be made as regards the retail sale; export shall be prohibited from territories and instruction shall be given in 'schools to discourage opium-smoking; the number of retail shops be limited and it shall be laid down as an offence to engage in opium transactions out side the jurisdiction of the respective Governments. Governments shall facilitate the exchange of in- formation tending to assist in the suppression of illicit traffic. The convention is not intended to apply to importation for medical purposes.
RESULTS TO DATE.
The upshot of today's proceedings is that China emerges unscathed, though the debate will be resumed to-morrow.

The final election at the Scottish combined Universities for three seats resulted in the return of Sir Henry Craik (Conservative), Mr. D. M. Cowan (Liberal) while a recount is being held to determine whether Sir George Berry (Conservative) has obtained the quota necessary for his return.
In the election. by proportional representation the Reverend Mr. J. M Munro (Labour) is at the bottom of the poll.
