PARIS, September 22. The Egyptian Prime Minister, Zamblul Pasha left for London to-day to negotiate with Mr. Ramsay MacDonald regarding outstanding Anglo-Payptian questions.
In a statement to Reuter's Agency before his de- parture, Zagblul Pasha expressed the hope that they would dissipate the clouds, with which the political situation is now enshrouded.

The pro- tocol will not take effect until the disarmament scheme is adopted. In the meantime the Council will draft a programme of disarmament, which will be communicated to the Powers at least 2 months before the Conference meets. The protocol also will lapse if the conference on the disarmament scheme is not held within a parfod to be fixed by the l Conference.
