EXCHANGE OF MEDICAL MEN.

GENEVA, September 18. The Budget Committee of the League, by 16 votes to 15, rejected the Italian proposal to increase the vote of the health organisation by 200,000 francs, Britain, South Africa; New Zealand and India voted against the motion; Australia and Ireland were in favour. The Canadian delegate, was absent.

However, on the proposal of Brazil, seconded by Portugal, an increase of 130,000, francs was adopted by 22 votes to 11...

The present arrangements for the international exchange of Health Officers will be maintained.

The committee voted 200,000 francs for the settlement for refugees, with a rider added by Sir Henry Strakosch, of South Africa, that the appro- priation must disappear in 1926.

BASIS OF PACT.

It transpires that the basis of the proposed pact which the sub-committee is discussing will be that all signatories shall undertake to recognise the jurisdiction of the Court of International Justice and shall submit all disputes for settlement that are not provided for under articles twelve, thirteen and Afteen of the Covenant to the Council of the League, which will give decisions by a majority vote. But procedure in regard to arbitration is still to be settled and possibly in view of the objections of one delegation a separate body instead of the League may be established as a Court of Arbitra-

tion.

REGIONAL AGREEMENTS.

The question of partial agreements or so called regional agreements, between various states ap- parently led to considerable discussion yesterday. Finally the French proposal was agreed to, namely that as long as the Covenant is not universal, partial agreements should continue to exist, though coming within the scope of the general pact of mutual assistance, provided they were registered and published by the League. This proposal-Is-subject. to modification.

LONDON, September 18.. **** A gathering was held at Westminster to-night, to bid farewell to eighteen men and women who are leaving to take up missionary work abroad.

They are being sent out under the auspices of the Bible Churchmen's Society, which has been in -existence less than three years. This is the first party of missionarles the Society has sent abroad. The destinations of the workers are India, Burma, China and Canada.

ROME, September 18. The mystery of the missing books of Livy has A report, accompanied finally been cleared up. by a signed statement by Martino Fusco, has been presented to the Minister of Education by the inspector-General of the State Archives, who has

returned from Naples.

The report says that, while examining state archives at Naples, Martino Fusco found a document dated 23.12. 1332, (which is already well-known) in which King Robert of Anjou ordered payment to the scribe Paolino for the transcription of ten books of Livy on the Macedonian War.

Martino Fusco, not being versed in mediaeval documents, thought the Paolino copy was not restricted to the ten known books, but referred to the complete text of Livy's works. The professor. continued his researches, meantime lightly assuring his friends that he had found all the missing codices and already had begun a transliteration of the second ten. The statement of Martinos Fusco admits he followed a false scent and formally retracts all previous statements about the lost books. Minister of Education does not doubt the bona fides of the statement, but intends to watch developments. with the view, if necessary, of preserving the State Hubts in treasure trove..
