BERLIN, September 14. Herr Stresemann, the German Premier, denies that he is responsible for the statement as regards Germany's condition for entering the League of Nations, cabled on Septembee3/

This message stated that an authoritative state- ment has been Issued emphasis-- ing that Germany cannot enter the League of Nations until the war gullt question has been solved. The Covenant will have to be altered more favourably to wards Germany before she enters the League, on the Council of which she must bc allocated 8 permanent and elective 20
