China has good intentions, but unfortunately, is bound by Treaty and cannot control the opium supply in her own territory, because many foreigners in China still enjoy extra-territorial rights.

When the Central Government of China had full power to enforce its law, opium traffle would be abolished immediately.

They wanted to arouse public interest in the question, but neither the Chinese Government nor people would ever agree to any action or Intention, which might lead to interference withibe sovereign sights of China.
