A study of the text of the proposed treaties with the Soviet has led to the conclusion in several quarters that they are more in the nature, of agree- ments to try to arrange treaties than treaties. Renewed opposition to the ratification is certain on the re-assembling of Parliament.
FRANCO-SOVIET NEGOTIATIONS.

"Pertinax discussing the Anglo-Russian Agreement in "L'Echo de Paris," says that just when everything indicated a rupture in the Anglo-Russian Conference, Franco-Russian conversations were tentatively opened. The French, as a starting point, were seriously considering the restoration of the warships brought to France-by-General-Wrangel The news leaked out, whereupon protests were raised. Meanwhile Mr. MacDonald was advised of the efforts of the French Ministry and decided to renew pourparlers with the Russians.
