These sudden stoppages are not affective attacks, upon low wages or upon evil conditivas of eploy. ment. They are attacks upon the best method yet devised for dealing with real grievances where real grievances exist.
CONFUSING ADVENTURES. Surprise strikes, designed by their suddenness either to terrorise employers or to inconvenience the public, soon developed into con fusing and disruptive adventures in which the arguments on real grievances were completely lost.
The public becomes bewildered and the substance of workmen's claims is submerged by the methods employed to advance them. Public sympathy is alienate ed, and attention is concentrated not upon the demands of workmen but upon the grievances' of a suffering public.
