STORM IN A TEACUP.
LONDON CONFERENCE INVITATIONS.
BRITISH AND FRENCH PREMIERS,
TO SCOTCH MISCHIEF MAKERS.
(Reuter's Service:) -
LONDON, July 7.
In the House of Commons to-day, the Premier, Mr. Ramsay Macdonald, announced his intention to visit Paris tomorrow, on the proposal of M Herriot, the French Premier, and return Wednesday,
NO REASON FOR "BREEZE"
on
Mr. Macdonald.declared that there wa absolutely no foundation whatever for the storit which had arisen regarding the invitations to the conference, on July 16. He pointed out that the communications made to Belgium, Italy, Japan and the United States were merely a repetition of the British suggestions concerning the task of the forthcoming conference, which already had heen submitted and fully discussed with the Belgian Minister and M. Herriot at the Chequers. These suggestions were simultaneously embodied, 'for purposes of record, in a semi-official communication from the permanent head of the British Foreign Office to the permanent head of the French Foreign Office. No communication, thereanent had been made either by or on behalf of the British Govern ment to the German Government.
The com- munication would be published with a lengthier
one later.
MISCHIEF-MAKERS MUST BEWARE.
Mr. Macdonald said he was not going to allow, if he could help it, any mischief-maker on either side of the Channel to destroy the prospects of an Anglo-French settlement; it was 100 horrible to contemplate. The charge that the British Government was trying to abolish the re- parations Commission, was false. He hoped, if ab agreement could be reached on the experts' report, it could be supplemented by an inter 'allied agreement to the effect that, in the event of wilful default by Germany after she had accepted the experts' report, the Allies should stand shoulder to shoulder in pressing her responsibilities upon her. But who was going to decide, in respect of the experts' report whether Germany was wilfully defaulting or not, was the query. Any agreement would be additional to and not a substitution for anything proposed in the Versailles Treaty.
Mr. MacDonald emphasised that Belgium, Italy and Japan were all satisfied with the form of it vitation. He declared complaint against it had been made for purposes which required further explanation (Ministerial cheers); the whole affair was a mere storm in a teacup. Mr. Asquith and Mr. Baldwin demanded the publication of the text of the invitation.
The debate will be resumed on the return of Mr. MacDonald to London on July 10.
EXPLANATION, ACCEPTED.
PARIS, July 7.
The British Ambassador has informed M. Herriot that Mr. MacDonald proposed personally to notify the Governments called to the London Conference. He never tried to tie M: Herriot to his ideas. The expressions put forward were only on the responsibility of the English Government. M. Herriot has accepted this explanation.
Mr. MacDonald comes to Paris to-morrow conter with M. Herriot.
