The existing guiding principles. in such cases are that a person is not responsible for his actions if he is in such a mental condition as not to know and understand the physical nature and quality of the act done and that the act was wrong. The Bill seeks to add a new rule that the accused person may also be held not to be respon- sible for his act if at the time "he was suffering from such a state of mental disease as therefrom to be wholly incapable of resisting an impulse to do the act or make the omission."
