TERMINAL 'BASES OVERSEAS.

(Reuter's Service.)

LONDON, May 14. In the House, of, Commons Mr. Ramsay Mac Donald announced that the Government had reject ed the Airship Guarantee Company's scheme for Imperial airships, commonly known as the Burney scheme because it would create a virtual monopoly and contain features objectionable on financial and technical grounds.

new word "deratisation," mentioned at the Resumption of the International Shipping com- ference was explained as the fumigation of ships every six months with the object of killing rats.

The discussion showed that. deratisation is unpopular with shipowners, often working out at £50 per rat. It was asserted that it cost one ship £467 to kill one rat.

A committee was appointed to consider the whole question of sanitation.

The conference passed a resolution urging the abolition of policies or acts of flag discrimination which impeded the free flow of international com-

merce.

The Government nevertheless is of the opinion that it is essential to carry out as soon as possible a constructive programme of airship development and

requirements of trade.

They will undertake the construction of a new airship with a capacity of 5,000,000 cubic feet; also the construction of terminal and intermediate bases overseas.

To enable these two ships safely to operate between England and India simultaneously, the Air Ministry will give the Airship Guarantee Com- pany the first offer of contract to construct a second ship for commercial purposes.

STATE CONTROL.

This contract will include a clause permitting the constructors to re-purchase the ship, from the Air Ministry at a reduced figure on the completion of satisfactory trials provided it will be operated in connection with the approved British Commercial Airship Service and be available for Use by the State.

The existing airship stations at Cardington and Pulhain will remain State property instead of passing into private hands, while the ownership of the new base overseas would be also vested in the state. A three years' programme only will be authorised in the first Instance.

It is estimated that the net expenditure in three years will not exceed £1,200,000. A supplementary estimate for this will shortly be submitted to the House.

Mr Ramsay MacDonald, in reply to a question refused to state where the overseas base for airships would be situated as it was, not in the public interest to give detalis.
