LONDON, April 9.
It is noteworthy that under the experts' recom- inendations the Allies would make no direct call upon Germany's budget revenues in the next two years, seeing that the payment of a milliard gold marks in 1924-25 would be provided for by means of a foreign loan of eight hundred million gold marks, and two hundred millions from the railways. The payment of 1,220 millions in 1925-26 would be obtained in respect of 595 millions from railways, 125 millions from industrial debentures, and five hundred millions from the sale of railway companys' shares.

The payment of twelve hundred millions in 1926-27 would comprise 550 million from milways, 290 millions from transport tax, 250 millions from industrial debentures and only 110 millions, from budget revenues,
The payment of the 750millions in 1927-28 would comprise 660 millions from railways, 290 millions from transport tax, 300 millions from industrial debentures and 500 millions from budget revenues.
The experts assume that Germany's financial and economic situation will have returned, to normal by the end of 1928-29.
The payment of 250 millions that year would com- price 660 millions from rallways, 290 millions from transport tax, 200 millions from Industrial deben. tures and 1250 millions from budget revenues.

The conference of the London shipyard unions involved in the Southampton strike has reported that as there was not a two-thirds majority fo continuing the strike the Executive of each affiliated Valon has ordered the men to return to work to morrow.
It is hoped this will avert the lockout.
LONDON, April 9.. The lock-out notices have been withdrawn in the case of the Shipwrights Society which expelled its twelve hundred Southampton members..
The operation of the lock-out has been suspended in the case of the other shipyard Unions till April 11, to give the Southampton members a further opportunity of resuming work.

FRANCE'S. HINT TO RUSSIA.
RECOGNITION STIPULATIONS.

Speaking in the Senate, M. Poincaré defined France's attitude towards Russia. He stated that it was not because of Russia's internal regime that France had not resumed relations but because the Soviet had not agreed to the settlement of out- The evening newspapers comment favourably standing economic questions. NEW EVICTIONS BILL.
RELIEF FOR THE TENANT.
LONDON, April 9.
In the House of Commons a new Evictions Bill was introduced by Captain Wedgwood Benn prohibiting the eviction of distressed tenants and providing for the reimbursement of claims by local authorities.
The tenant will be provided with a certificate of inmunity from eviction. The local authorities will investigate applicants' resources and if necessary supplement them sufficiently to enable him to retain his home and will be entitled to claim a refund of part of the money they have speat from the Treasury.

The House of Commons unanimously passed the second reading of the Treaty of Peace with Turkey Bill,
Mr. Lloyd George criticised the treaty as humiliating, cowardly and possibly calamitous, but Mr. Baldwin thought a remarkable feat had been performed in view of the interval that had elapsed between the conclusion of hostilities and signature of the treaty.
