PREMIER RESIGNS.
POINCARE'S “IRREVOCABLE" DECISION.
DRAMATIC POLITICAL SURPRISE.
Possible
Important International Reaction.
(Reuter's General Service)
Paris, March 25.
Following his defeat in the Chamber of Deputies
on the question of the reduction of Pensions, M. Poincare tendered his resignation.
POINCARE NOT PRESENT.
PARIS, March 26,
The vote was on an Opposition motion for referring the Pensions Bill back to the Finance Committee with a view to conciliating the views of the Sonate and Chamber of Deputies.
The Government opposed reference to the Committee on the ground: of urgency. M. Lasterile made the question one of confidence and upon the announcement of the figures as 371 votes to 264 the Chamber adjourned. M. Poincaré was not present at the sitting, It is expected that President Millerand will ask M. Poincaré to reconstitute a Cabinet, "
RESIGNATION. ACCEPTED. ·
PARIS, March 26. After the vote M, Poincaré and the other Ministers hastily met in a side room of the Chamber and decided to proceed to the Elysee in abody.
They lost no time with the result, that the vote was announced at noon and M. Poincaré tendered his resignation to President Millerand at 12.15.
The Cabinet Council under the presidency of M. Millerand sat till 1.15 when it was announced that the resignation had been accepted. GOVERNMENT COMPLETELY SURPRISED.

SOUTHAMPTON STRIKE DEVELOPMENT.
(Reuter's Général Service.)
LONDON, March 26.
The Shipbuilding employers have decided upon a national lock-out in shipyards affecting over 100,000 men as the striking engineers at Southamp- ten havé refused to resume work pending discussion with a view to settlement
{The Shipbuilding Employers' Federation threatened a national lockout unless speedy settle». ment was reached in the unofficial strike of engi- neers at Southampton who are demanding ap increase of 178. 6d. a week to bring them into line with London dock workers.)
A
LATHE
The shipbuilding employers have agreed to withhold the announcement of the date of the lock- out until April I to enable the Unions try once more PARIS March 26, to induce the Southampton strikers to resume work. The vote in the Chamber was very unexpected, only a hundred deputies being present.
M. Poincaré was in an adjacent room måking a statement to the Foreign Affairs Committee as regards the Treaty of Lausanne and apparently he' did not think his attendance in the Chamber was necessary.
The Pensions Bill was voted by the Chamber at the end of 1923 and the Senate in February last but the Senate adopted the Government's recom- mendations reducing the pensions, of workers on the ground of economy.
This aroused opposition by the parties on the Left who are championing the cause of the workers.
The Government insisted on acceptance of the Senate's amendment and the Opposition Introduced a motion referring the bill to a committee with a view to revisiori.
The Government was defeated on the vote on this motion, the Chamber's voting system permit- ting votes to be cast on behalf of absentee Deputies.
SMILING BUT ADAMANT.
LONDON, March 26,
A Paria communiqué states that President 'Millerand strongly urged M. Poincaré to present himself agaia in the Chamber and Senate in the afternoon in order to receive another vote but M. Poincaré flatly refused.
M. Poincaré left the Elysee smiling and told journalists he had finally and Irrevorably decided not to remain in power.
It is now expected that President Millerand will call M. Barthou to form a Cabinet.
· REGRET IN LONDON.
LONDON, March 26.
M. Poincaré's resignation created surprise and | a degree of regret in official' circles in London on account of the excellence of relations growing out of the recent exchange of notes between the two Prenders
The atmosphere thus created is unlikely to be entirely dissipated by the advent of a new govern® ment, but it is felt that a Government from the extreme Left auch as M. Barthou would be likely to form, with M. Poincaré in Opposition, would be less stable than the moderate Laft ministry beaded by M. Poincaré, barvy

ACTION AGAINST MARCONI'S
HEAVY COMMISSION CLAIM.
LONDON, March 26. In the King's Bench action by Mr. James A Malcolm against Marcont's Wireless Telegraph Company for commission in connection with the proposed wireless telegraph supplies to China; Mr. Justice Acton decided that the defendants had succeeded with costs, contingent upon the payment to the plaintiff of commission of £66,000 when received from the Chinese Government.
Mr. Malcolm, with Mr. Birchal, now deceased, obtained the sole agency for China from Marconi's who undertook to pay five per cont, commission on all business done by themselves with the Chinese Government.
Malcolm claimed commission on three con- tracts and alternatively claimed damages on the ground that a third contract between the defendants and the Chinese Government was a breach of the contract giving Malcolm the agency for China. it.
Marconi's admitted that commission' was pay- able under the first contract but denied it was pay- able under two later contracts.
They alleged that the breach of agreement, if any, had been waived by the plafatiff,
