PREMIER AT QUEEN'S, HALL
(Reuter's Service to the Okina Mail.)
LONDON, Noveinber 19.
Mr. Stanley Baldwin, the Premier, opening the Unionist campaign at Queen's Hall, declared that Mr. Lloyd'George's speech on Saturday was a'revers sion to type. Mr. Lloyd George, he said, had lost the last election because the people had ceased to trust him. The only issue at present was unemploy- ment. His prescription was to keep the home fires burning.
The price of some articles might rise before!] readjustment between home and Imported product- ion came, but that was a merè bagatelle compared * to what we had to face to-day.
The Conservatives, continued. Mr. Baldwin, were a united party fighting to win with a large majority to put an end to the possibility of any form the of coalition.

A Liberal manifesto, signed by' Mr. Asquith. and Mr. Lloyd George on behalf of the party, dey, athlide clares that the Government elected a year ago on a programe of five years' tranquillity had suddenly decided to plunge the country into the turmoil of a general election on an unproved and unprovable allegation that tariffs will cure unemployment.
The manifesto condemns the precipitancy of the Government's action, which was solely due to the signal disastrous failure of their conduct of foreign policy and of great matters essential to our livelihood.
The manifesto also states that the Government's 'blindness, indecision and impotence have been such that it has ceased to exercise any, guiding influence in European affairs.
The came, applies to its Eastern policy. shameless Treaty of Lausanne surrendered all 20 urities of British commerce to Turkey, and asimilar fate threatens our valuable markets in the Far East
The Liberal policy is a prompt settlement of reparations, coupled with a consideration of inter Allied debts, an earnest effort to co-operate with America, and to re-open full relations with Russia The manifesto, which declares that a capital levy would be disastrous, demands improvement and development in Great Britain and the Empire. For example, transport, afforestation, cheap power the development of Imperial resources, especially of the Crown Colonies; railway building in the Domin tons and India, facilitation of overseas settlement, cheapening the means of inter-Imperial transity and the promotion of co-operation between empløy- | ers and workers...
The manifesto also declares that agriculture re- quires stable prices, greator economic resources, security of tenure and improved transport. It ad vocates credit facilities for the farmer, and co- 'operative marketing with Government assistance, retrenchment of public expenditure, local option, and rating and land reform.

The credit is nominally £3,000,000, but only £650,000, or the price of about 500,000 tons of coal, will be available at present.
The credit granted is subject to guarantees by Germany. It is emphasized that the transaction is purely commercial and has no political significance. France is aware of the negotiations:
