LONDON, November 5. 'The Times City Editor. dealing with the settlement of Japaneso earthquake cluius, says that Britial companies can only be interested observers of developments like tho certnin reported willingness of Japanese companies to pay ten per cent. of values which were insured against fire. The paper declares that it is well understood that gratia payments in connection with fire insurance can only bo justified when no largo principle is involved. Liberal interpretation of their liabilities by underwriters conduces- to the credit of insurance, but any eort of payment respecting riska definitely excluded would imperil the sound methods on which fire insurance is conducted.

CHRISTIANIA, November . The congress of the Norwegian Labour Party, by 160 votes to 103, rejected a list of demands from tho Moscow International, thereby accepting expulsion from Moscow. The minority thereupon left the meeting and the majority continued the congress.
