LONDON, Oyer 300 Reuler learns that with the departure of the British troops from Constantinople, Pre situation.of. the Russian refugeef there is argui precarious.. The evacuation of those whose politicalassociations made it dangerous for them to remain is proceed ing satisfactorily. Three thousand evacuated in August and September, making a total of twenty thousand evacuated since the League of Nations, intervened on their behalf. Seven thousand are still to be dealt with... France heads; the fist of countries which have given hospitality to refugees taking 1,451. The United States comes next with 791, whereas only three women and no men have been sent to Britain.

In a speech at Swansea Mr. Baldwin eulogised Mr. Bonar Law whose loss was irreparable He declared himself as having given, detailed applica tion to the principles of the economic policy he announced at Plymouth and strongly advocated a policy of protection on the ground of the necessity of protecting the standard life of this country, particularly during the present unstable conditions of the world. WASHINGTON, October 30.7 The Republican leader, Senator McCormick, after a visit to the White House, declared that American members of the proposed commission of experts un reparations must include a majority of those opposing the League of Nations and foreign entanglements. American representatives must be realists who know European politics, otherwise America will lose her cash credit.

NEW YORK PRESS COMMENTS.

NEW YORK, October 30. The newspapers do not fear that M. Poincaré's speech will wreck the proposed reparations confer: ence. Some express the opinion that Poincaré is seeking votes rather than 'agreement. The New York Times says that on the main point Poincaré showed he perfectly agreed with Mr. Hughes that the conference should be purely advisory.. The New York World says that if France officially im poses the conditions Poincaré foreshadowed, Britain and America will be confronted with a new situation for they cannot take a stop implying recognition of the legality of the Ruhr occupation and cannot refuse to enquire into the total Germany can pay.
