MR. S. B. C. ROSS, O.B.E.

COUNCIL TRIBUTE.

Mr. Ross joined the service of This Colony in 1901 after having served for a year in the Federated Malay States. During his career in this Colony he did valuable work in many appointments. For over seven years he held with credit to himself, and benefit to the public the important office of Postmaster-General, and on two mccasions he acted with success as Secretary for Chinese Affairs, occupying in that capacity seats in the Executive and Legislative

Councils.

"In 1920 he was created an Officer of the Most Excellent Order of the British Empire in recognit- ion of his valuable work as Postal Censor during the War.

"The Governor feels that in ex- pressing his deep personal regret at the death of this able and trusted 'officer he speaks also for Mr. Ross's colleagues in the Government ser- vice and for all those members of the commnuity to whom he was known—A. G. M. Fletcher, Coloni al Secretary."

MR. ROSS'S CAREER.

The late Mr. Ross was born on

January 18, 1876, educated at Up- pingham from 1889-1893. He went to Owens College, Manchester, after leaving Uppingham, where he passed the English Language Examination with literary honours. He was University Scholar from 996 to 1897 and obtained the prize Roman Law and Constitutional Law in 1898.
