INTERNATIONAL, AFFAIRS.
LONDON, October 13.
Benter understands that H.R.H. the Prince of Wales has accented; the office of Visitor of the British Institute of International Affairs.
Shortly after his return to Eng- land, the Prince will accept an historic mansion in Westminster presented to the British Empire by two Canadians, whose identity is just yet disclosed as a home for the Institute.
The Institute was founded in 1919 by members of the Pence Delegation at the Paris Conference from Britain, the Dominions and India. The membership includes some eight hundred persons of all. parties, including officials, and is open to British subjects who are serious students of foreign affairs. Its objects are research, discussion and the issue of publications which will enable public men throughout the Empire to follow the course of foreign affairs and by study and mutual instruction to equip themselves as guides of public opinion. The Institute is debarred by its constitution from propaganda. It can either for mambate nor advorate policies. Its Presidents are Marquis Curzon, Earl Balfour, Viscoma Grey, Lord Robert Creft, Mr. Lloyd George and Mr. Clynes.

GLIDER CONTESTS.
LONDON, October 14.
Flying, which was impossible at Lynne resterday owing to the weather, was resumed to-day when the Frenchman Maneyrol, the first to attempt the altitude prize, reached a height unofficially given 18 ten thousand feet. i The wird blew his machine to sea, and the petrol pipe froze at the great height. The pilot drooped and made a wonderful landing.
The only other attempt for the attitude prize hitherte is the Britisher Hammersley, who reach ed 6,300 feet.
The wind got under the tail of the Belgian, Baron de Lattenhove's baby Ponceletmachine and turned it over on its back. The Baron was pinned underneath, and when the machine was lifted fell out un- hurt. The machine was slightly damaged.
Later in a keen altitude contest at Lympne, the Britishers Piercy and Hammersley have claimed to have reached thirteen thousand and twelve thousand feet respectively.

BERLIN, October 13. The Reichstag by 316 votes to 24 has passed the Emergency Law. There were seven abstentions.
The Reichstag's vote saved Chancellor Stresemann the neces sity of dissolving Parliament in accordance with his threat, which he repeated yesterday.
The House was packed, and thousands were outside during the opening sitting.
The debate began with the usual denunciations by the Communists, while the spokesman of the Bavarian Peoples' Party announced that the Party would not withdraw if the

COLOGNE, October 13. There were frequent outbreaks of looting of shops to-day, Many shops were closed and others barricaded, while the principal cafés were empty in consequence: of impossible prices.
Lorries going to market ware held up and looted of potatoes, meat, bread, tobacco and boots.
The outbreaks were due to the extraordinary fluctuations in quota- tions of the mark, frantic specula tion having resulted in famine prices for commodities.
