A message from Moscow states that the Russian subscriptions to the,Japanese Relief Fund have ceased and some of the subscribers are demanding the return of their money following an official state- ment that the Russian steamer "Lenin," carrying medical supplies for the sufferers by the earthquake, has been ordered to leave Japan on being suspected of carrying out Communist propaganda and that the crew of another Soviet ship
were forbidden to land.

Commenting on a telegram from Sept. its Peking correspondeat on law. lessness in China ine Times ex- presses the opinion that it is hope- Iess to proceed by ordinary diplomatic means against such a disintegrated community as the Oct. present-day China. It thinks that the most eminent provincial gov- ernors could probably be enlisted to support a practical scheme of Sept. readjusting the fiscal relations be- tween Peking and the provinces, Vet. but in any case the foreign Powers cannot allow themselves to be Houted any more. If China fails to net herself there are several ways in which the Powers can effective- ly assert their views, the last re sort being a large increase of the toretiga garrisons.
LEAGUE OF NATIONĄ.
GENEVA, September 21. The most important work of this year's session of the Assembly of the League of Nations was an- doubtedly the draft of a treaty for mintual assistance, enabling the reduction of
armaments. The committee dealing therewith had hitherto adopted thirteen out of nineteen articles. The thirteenth provides that any state being a member of the league and not a signatory to the treaty may benefit by its secretary general of the leauge who shall inform the other high contracting parties. States not members of the league may become parties to the treaty subject to the consent of two third of the signatory states.
