Gustave Ador, the President, in a speech said that while they were most grateful for Américan Red Cross gen- erosity they insisted on equal rights for all societies and only moral and not financial considerations should count when the conference considered the question of the fusion of the Geneva organisations with the new Parls League of Red Cross Societies.
A telegram received at the conference to-day from Mr. Bicknell, head of the American delegates, declared that the latter would not attend at Geneva unless the Conference repudiated the International. Committee's report.
MINNEAPOLIS, August 30. Secretary Hughes, addressing the American Bar Association, restated the American position regarding the Monroe Doctrine as at present deser ving special emphasis. The Doctrine was not a policy of aggression but one of self-defence. The Government of the United States reserved to itself the definition, interpretation and application of the the in- doctrine, which did not infringe dependence or sovereignty of other American states. It was impossible for the United States to yield to any foreign power controlling, the Panama Canal or its communications.
